Many women take email accounts with Yahoo and Hotmail at their local Internet cafe and let their accounts lapse, forget their passwords and so on. The phone network in Russia and the FSU is very poor, old and neglected. Many apartments blocks share lines. For example an apartment block may have 10 phone lines but 20 apartments sharing these lines. At busy times (weekends, early evening) when 10 people are using their phones the other 10 will have dead lines and will be unable to use their phone until one line becomes free. The severe climate has a negative effect on the phone network too and a lack of finance from the government to upgrade the network means the network is in an awful state and phone lines are regularly our of order.
